OPERATIONAL
CONCEPT

The realization of new ideas requires appropriate structures in organisation
and administration. There is repeated debate on which fields of influence
should be the
responsibility of the private sector and which should be public. In our
view the following points are valid:
 Public
departments, which make the rules and police them,
should not also
be operationally active in their specialist
spheres.
 On
principal operational tasks should be left to the private
sector.
 Private
ownership of infra-structure should only exist where
there is an adequate
market for it.
 Monopolies
have no competition and should, therefore,
always remain
in the public sector.
Infrastructure involves all the areas of the everyday life, which warrant
that optimum basic needs for all the citizens will be met. These areas
cover technical and social sectors but also real estate and residential
building. Optimum service quality provides a basis for recognition and
success.
